PDF of Liquor Law Practice Area Description

Attorneys at the Pennsylvania Office of Norris McLaughlin & Marcus, P.A., handle all issues related to liquor law in Pennsylvania, such as licensing, litigation, business planning, and transactional counseling, including U.S. Small Business Administration loans and more. Our representation of breweries and wholesalers extends beyond Pennsylvania and involves national issues concerning beer distribution rights. We have close working relationships with officials in local and state regulatory agencies as well as lobbying and special interest groups. Our clients include brewers, wholesalers, distributors, restaurants, and hotels.

Our attorneys understand the complexities of obtaining a liquor license in Pennsylvania and New Jersey. We represent clients in all types of license-related matters, including license renewal, license validation, transfer of a liquor license and compliance with all applicable liquor regulations and laws.

We have litigated complex commercial cases involving beer franchise laws. Our litigation experience also includes representation in liquor license violation cases specific to issues, such as serving alcohol to minors, serving alcohol after hours, occupancy violations, health and safety code violations, noise violations, and nuisance bar program designations.

Our attorneys have tried multiple cases in county and federal court, including jury trials and hundreds of cases before arbitration panels, district justices, and administrative law judges. They have acted as lead counsel in a beer rights case brought against the importing arms of the world’s largest brewers and serve as outside general counsel to Yuengling Brewery. Our lobbying efforts helped to change the public venue law under the Pennsylvania liquor code to assist firm clients in obtaining licenses under statute instead of on the open market at extraordinary expense. Our attorneys have testified before the Senate Law and Justice Committee regarding changes to Pennsylvania beer franchise laws. We have also helped create a coalition of Pennsylvania breweries and represented those breweries in addressing industry concerns relating to these proposed changes to franchise laws.
