The attorneys of the Pennsylvania office of Norris McLaughlin & Marcus, P.A., have extensive experience representing municipalities and other clients before local governing bodies, planning and development commissions, and zoning hearing boards throughout eastern Pennsylvania. This experience enables them to provide a high level of service and representation in real estate development and zoning, litigation, environmental, economic development and finance, and labor and employment law.

Our municipal services include acting as counsel of record for municipalities and clients in municipal hearings, trial court cases and appellate level proceedings; assisting municipal code enforcement officers in compliance proceedings; drafting, interpreting and implementing ordinances and resolutions regulating matters from permit issuances to zoning classifications; reviewing contract and real estate documents including commercial leases; municipal board financing; and creating Tax Incremental Financing and Keystone Opportunity Zone districts. Our attorneys have provided legal services to local municipalities with regard to environmental issues, police negotiations, employment issues, preliminary injunctions, condemnations, civil service practices, telecommunication, economic development and finance, and franchise law. They are familiar with the Pennsylvania Sunshine Act and the Right to Know Law.
